The short answer
In April 2020 Qatar's labour ministry said that, under Ministerial Decision 18 of 2014, worker housing must have first aid kits with medicines and antiseptics in proportion to the number of residents, and a specialised first aid officer or an accredited-trained resident to give first aid. Complete kits and medicines are not in our catalogue. What we supply around that duty: the DW-F002 folding stretcher (5 kg; 159 kg capacity; folds to 104 × 17 × 9 cm) for each block's first aid point, the DW-F009 folding stretcher chair (160 kg; folds to 97 × 54 × 9 cm) where blocks have stairs, the DW-EC104 examination couch (180 kg static load; 180 × 60 × 65 cm) for an on-site medical room, and ICP001 cold packs (99 per carton) and DW-FA012 splints for restock. Confirm the official legal text and your medical provider's list before ordering.
Contractors, facilities managers and accommodation operators in Qatar's industrial areas and project camps all face the same purchasing question when they open or audit a labour accommodation block: what first aid provision does the law expect, and which equipment should sit in each building? This guide sets out what the Ministry of Labour (then the Ministry of Administrative Development, Labour and Social Affairs) publicly said Decision 18 of 2014 requires, how one large Qatar employer turns that into contractor requirements, and how to plan stretchers, a medical-room couch and consumables by block. It is a purchasing guide, not legal advice or a medical staffing plan.

What the ministry says Decision 18 of 2014 requires
Ministerial Decision 18 of 2014 sets the conditions and specifications for workers' accommodation in Qatar; the Gulf Labour Markets and Migration database records its adoption on 5 November 2014 and entry into force on 21 November 2014. In a statement carried by QNA on 25 April 2020, the ministry listed what employers must do under it. Two items concern first aid directly: the housing should be provided with first aid kits, with medicines and antiseptics, in proportion to the number of workers residing in it; and the employer should appoint a specialised first aid officer, or a resident worker who has completed an accredited first aid course, to provide the necessary care.
The same statement asks for a supervisor for each accommodation building, who informs residents on health and safety and reports facilities and equipment that need periodic maintenance, and warns that breaches of occupational safety and health requirements in housing can lead to legal procedures and suspension of the company's registration with the ministry. We could not retrieve the official Al Meezan text in this research, so the headcount thresholds for nurses and doctors are not stated here: read the current official decision, or ask your legal adviser, before you size medical staffing.
- First aid kits with medicines and antiseptics, in proportion to the number of residents.
- A specialised first aid officer, or a resident with accredited first aid training.
- A supervisor per building who reports equipment needing maintenance.
- Medical staffing that follows the official decision; confirm the thresholds in the current text.

How a Qatar employer writes it into contractor requirements
Large clients turn the law into contract terms. Qatalum's Business Partner worker welfare requirements (May 2023) cite Decision 17 of 2005 and Decision 18 of 2014, and require the contractor to provide medical care within the accommodation site based on the number and distribution of workers and staff in accordance with the law, and to appoint first aid officers trained by a recognised training organisation. They also require a fire and life safety plan with evacuation details and drill records, and, on worker buses, an easily accessible first aid kit whose contents are regularly checked and replenished.
If your accommodation serves a client like this, read the client's own requirement document alongside the decision: it can add items the law does not list, such as vehicle kits, and it tells you which records an auditor will ask for. Qatalum's document is one company's example, not a national standard.

Plan equipment by block, not by camp
Because the kit duty scales with residents, plan per building: count residents and floors, name the first aid officer for the block, and decide where the first aid point sits, typically by the supervisor's office on the ground floor. Then add the items your medical provider specifies for moving a resident who cannot walk from a room or upper floor to the ambulance point. The catalogue figures below support that comparison; they are not a medical allocation.
| Where | Catalogue model | Catalogue facts | What to confirm |
|---|---|---|---|
| Each block's first aid point | DW-F002 double folding stretcher | 159 kg capacity; 5 kg; 208 × 55 × 13 cm open; folds to 104 × 17 × 9 cm; carry bag described | Fabric (the catalogue lists both nylon mesh and canvas); corridor and door widths against 55 cm |
| Blocks with stairs and no stretcher-sized lift | DW-F009 folding stretcher chair | 160 kg capacity; 8 kg net; 185 × 54 × 20 cm open; folds to 97 × 54 × 9 cm; stretcher and chair configurations | Frame material (title and description differ) and written evidence before any stair use |
| On-site medical or nurse room, where provided | DW-EC104 examination couch | 180 kg static load; 180 × 60 × 65 cm; backrest 0–75° (±5°); packed 182 × 65 × 17 cm, 19 kg | Room door and floor space; upholstery and paper-roll holder details |
| Restock for kits and the medical room | ICP001 instant cold pack and DW-FA012 splints | ICP001: 100 g, 99 packs per carton, 47 × 30 × 24 cm; DW-FA012: 45, 61 or 91 cm, 100–120 per carton | Batch expiry and storage; which items your provider wants in each kit |

Measure the route from room to ambulance
Accommodation blocks are built for beds, not stretchers. Walk from the furthest room on the top floor to the ground-floor exit and the ambulance point, and note the narrowest corridor, door and stair landing, and whether the lift takes a 185 cm stretcher chair or a 208 cm folding stretcher open. Compare with the open widths: 55 cm for the DW-F002 and 54 cm for the DW-F009.
Keep the stretcher where the first aid officer can reach it at night, not in a locked store, and record it in the block's maintenance list so the supervisor checks it with the other equipment.
- Top-floor corridor and room door width.
- Stair width, landing depth and the turn at each landing.
- Lift internal depth and door width, if there is a lift.
- Exit door to the ambulance or vehicle point.

Buyer questions, answered
Does Qatar law require first aid kits in worker accommodation?
Yes, according to the labour ministry's April 2020 statement on Ministerial Decision 18 of 2014: housing should be provided with first aid kits, with medicines and antiseptics, in proportion to the number of residents. Confirm the current official text on Al Meezan. Complete kits and medicines are not in our catalogue.
Who has to give first aid in a Qatar labour accommodation block?
The ministry's statement says the employer appoints a specialised first aid officer, or a resident worker who has completed an accredited first aid course. Client requirements, such as Qatalum's contractor rules, may also require recognised first aid training.
Which stretcher suits a worker accommodation block in Qatar?
For each block's first aid point, compare the DW-F002 folding stretcher (5 kg; 159 kg capacity; folds to 104 × 17 × 9 cm) with the DW-F009 stretcher chair (160 kg; folds to 97 × 54 × 9 cm) where there are stairs. Measure corridors, stairs and the lift first, and ask for written evidence before using any model on stairs.
What does an accommodation medical room need from your catalogue?
Where a medical or nurse room is provided, the DW-EC104 examination couch (180 kg static load; 180 × 60 × 65 cm; backrest 0–75°) and restock cartons of ICP001 cold packs (99 per carton) and DW-FA012 splints are the catalogue items that fit. Your medical provider sets the full room list.
